    From what I understand....Say you have comcast as an internet service provider, they can now monitor what you are looking at and if they want to charge you more because say you watch a lot Netflix or something like that they can.

    Pretty much. And although that doesn't sound necessarily like a bad thing, what it can do is hinder the future. How can a startup ever complete against a Netflix if they won't have the starting capital to purchase the bandwidth. Certain sites can also be throttled down if the provider doesn't share the belief.....political.
