Is it registered as a pistol? I can order all the stuff and they'll send it to me but it won't be legal with that short of a barrel. Unless it's a pistol I believe.

Yea, it's a pistol lower. 100% California compliant. Do your homework before buying anything. The lower is the tricky part.

You can't ever put any sort of butt stock/plate on it THAT would be a violation of federal law... wink wink... You can also NOT put that upper on any of your carbine lowers, no matter how quick and simple that may be, that too would be a violation of federal law...
YOU CAN however get a rubber crutch cap and put it on the end of the buffer tube, some have recieved approval letters from the ATF stating as such... You can probably obtain a copy of the letter from C&S metal werks in St Charles MO if you have a hard time getting it directly from the ATF...
YOU CAN get a permit and pay the fees for a SBR and have the short pistol upper on a carbine lower, with minimal effort/cost/paperwork... It just takes time and patience... AND a clean record...

Let me add 1 more BIG NO NO. You can have a pistol upper and a rifle lower. But you'd better have a rifle upper too. Having a rifle lower and pistol upper stored together, even though they're not attached is a free one way ticket to the grey bar hotel.
