Yes, that way it gets fresh fuel on 1st outing of the year.
I have heard others say it's better to leave them full and treat with Sta-bil. Boaters that live in cold wet environments claim there's less condensation buildup in tanks using this method.

I used to leave the tank full with the stabil. But now due to the bad stuff in the gas I go at least half full with stabil.
