The first number shows the incandescent wattage that the bulb replaces. Don't know if you originally had 100 watt bulbs, or possibly only 60 watt, but the 23 watt bulb still saves over 50 percent over the 60 watt bulb. It will also make less heat and draw less amperage (Amps = wattage/voltage).

The short answer is it will be also safer than incandescent.
