Federal chartered banks are closed, state chartered banks are open(in kalifornia)
kalifornia state buildings are "suppose" to be open, including state court houses, federal courts are closed. Not sure about city and county.
Kalifornia, Hawaii and Nevada do not recognize it as a holiday.
Hawaii has never been big on "discoverers" 
Kalifornia doesn't recognize it because its not liberal politically correct. Not sure why Nevada doesn't recognize it.

Actually that doesn't really matter. They can be open if they want to for service purposes but nothing will clear overnight. Large banks that have a large check cashing presence such as Wells, BofA and Chase will often be open on Holidays for transaction purposes although nothing will truly be processed.

Nothing can clear as long as the Fed is closed.
Which means exactly what you said. The doors are open "for service", but banking is in effect closed.
When the papa bank is closed, the "system" is shut down.

Now I know what's it like to go to Sam's Club on a weekday. So much quieter but no samples. Maybe head on over to the RV show in Pomona.
