Looks like you've got the first floor high enough for the flood plain and possible storm surge

So when you you build it like this (first floor above the storm surge) do you just take everything out of the garage and let it fill-up during and eventually drain later?? .......hard to imagine for a west coast guy like me but makes sense if I got it right???
