I guess that would come under definition. He got 28 boats entered, 26 started the race, compared the previous worst year of 35.
He did not do the mass start or do away with the handicaps that he promised but was told was undoable. But he insisted were doable.
He ran a race using a existing format and divisions on an extended course with the help of a hired director because he learned right off he had no clue. The above previous claims he had proved he was clueless and needed somebody to handle it for him.
So I would say Scott pulled it off, RDs side of it, getting boats on the water, not so much.
