I know several teams which attended and paid money but did not start because of mechanical issues. Therefore, your participation number is a bit skewed to suit your agenda. Contrary to your hopes the event was a success. To what degree... not completely 100%... but it's their first one and needs to be further refined. They will get the bugs out of the process. These events are like a work in progress just ask any race organizer but you already knew that.
